Abstract: The demand uncertainty can severely impact urban mobility concessions. It is estimated that the COVID-19 pandemic generated a loss of approximately R$9.5 billion and reduced passenger demand in Brazil. The economic-financial structuring of urban mobility projects, incorporating uncertainties and flexibilities, can contribute to mitigating risks. In this study, the Real Options Theory (TOR) was used to assess the flexibility of abandoning a light rail vehicle (LRV) concession project in a scenario of demand uncertainty. The model was designed and applied to the case of the LRV in the metropolitan region of João Pessoa, Paraíba. In addition to approaching a more robust financial model for evaluating LRVs, the present study contributes to analyze the impact on the granting authority's budget with the objective of assessing the financial condition to pay for subsidies.

Abstract: The Brazilian new sanitation legal framework, with its universalisation goals, should leverage large investments and could overload some supply chain links. This article reflects the effort of BNDES' Industrial Division to map the productive capacity of the main industrial segments related to these investments. The segments studied include cast iron, concrete and plastic pipes, as well as the supply chains of HDPE (high density polyethylene) and PVC (polyvinyl chloride) resins. In addition, chemicals and capital goods used in sanitation were also considered. The study highlights the supply of cast iron pipes and the PVC pipe production chain, in addition to the opportunity to install a new PVC resin plant in Brazil. It also proposes the need to encourage even more transparency in relation to investment plans, enabling a systemic view of infrastructure projects and a more effective exchange of information between supply and demand, aiming at improved investment efficiency of the industry.

Title: Novo marco legal do saneamento: mapeamento da demanda industrial
Abstract: On July 15, 2020, Law No. 14,026 was enacted, which promoted the reform of the legal framework for sanitation in Brazil, stipulating that, by 2033, 99% of the Brazilian population will have access to treated water and 90% to sewage collection and treatment. In addition, it established that the water distribution loss rate should be reduced from the current 40% to 25% in the same period. The targets must be met by service providers, public or private, and it is estimated that large volumes of investments will occur during this period. The Basic Sanitation National Plan predicts that investments may reach approximately R$ 415 billion by 2033. Given this volume of demand, BNDES analyzed the segment from a systemic perspective, mapping out the demand for industrial goods, specifically piping, equipment and chemicals. The objective is to allow these industries to capture the best opportunities thanks to greater demand predictability. Furthermore, it is understood that making this analysis available will also benefit service providers, given that the predictability of total demand can induce investments that minimize possible bottlenecks in the industrial supply of these items.
