    <summary type="text">Title: As relações entre Brasil e Argentina nos governos Lula (2003-2010) com destaque para o protagonismo do BNDES: o caso da Vale S. A. em Mendoza
Abstract: In this study, we discuss the political-economic relations between Brazil and Argentina during the administrations of former President Luiz Inacio Lula da Silva (2003-2010), and the BNDES role as an agent of the Brazilian Foreign Policy (PEB). In general, we deal with the process of productive internationalization of the Brazilian economy towards South America, through disbursements from the National Bank for Economic and Social Development (BNDES). To this end, we started the discussion by explaining some of the main guidelines of the foreign policy of former president Lula, exposing interpretations about it. Next, we focused on BNDES role in financing South American infrastructure and in stimulating the expansion of Brazilian companies during the former PT president's governments. Finally, we present BNDES disbursements in Argentina for new production facilities and resources for mergers and acquisitions of local companies, since the neighbor was the country that received the most investments during the period in question. In addition, a case study received special attention: the Project Rio Colorado suspended that Vale S.A. carried out in the region of Mendoza, apparently productive for economic cooperation between Argentina and Brazil. The case helps to elucidate a certain detachment between initiatives and integrationist discourses and the concrete results achieved, which we analyze in the light of the difficulties imposed by the peripheral situation in the context of the new imperialism, using the two logics of Harvey (2004): "logic of the State" and "logic of capital".</summary>

    <summary type="text">Title: Internet das coisas no Brasil: a comunicação nos processos interativos das cidades inteligentes
Abstract: This research aims to understand the complex digital innovation ecosystem of the Internet of Things (IoT) technology related to Smart Cities under the bias of communication. This research is based on statistical data and applied models of Smart Cities, one of the priority areas of Brazil in the IoT sector, under the suggested guidelines of the Action Plan (BNDES/ MCTIC) and the National IoT Plan (PNIoT), to promote actions through government public policies, in order to investigate the usability of IoT in the national scenario. We presuppose that the innovation provided has problems for its implementation in Brazil. We conclude that despite the various studies, consortia, plans and governmental initiatives existing in the country, there is one more desire with initial and timid actions, by some public sectors, agencies, entities and associations than concrete actions that confirm its real effectiveness for the implementation of IoT and the transformation cities in smart. The goal is to understand the applications, compare them and seek to understand, if possible, how they expand or produce new interactive communication processes generating benefits to the population. In this sense, for the precepts of Smart Cities to be implemented satisfactorily, promoting concrete improvements a communicational study to reflect the needs of contemporary society is necessary. It must be structured based on our cultural, social, economic, territorial and technological innovation diversity, aiming at the national development scenario. In addition, for the success of the implementation is necessary to be receptive to innovation through a prepared and conscious population to live in this connected space. This thesis is based on Maldonado Trans-methodology Theory (2010). Since the research crosses the areas of communication, information technology and engineering, it requires a mixture of methods and techniques to meet the necessary demands for its realization, such as the concepts of media ecology - by Postman (2015), the precepts of communication ecology and related theories covering issues related to the technological environment under the reflexes in human communication.</summary>

    <summary type="text">Title: Uma análise comparativa entre o II Plano Nacional de Desenvolvimento (1974-1979) e o Programa de Aceleração do Crescimento (2007-2014)
Abstract: This paper revisited the Second National Development Plan and the Growth Acceleration Program (PAC) aiming to build a comparison about the model of development in each period. Through an extensive literature review, it was possible to observe the State’s role in the process of economic and social development, specially since the XXI century. In order to elaborate such comparison, this paper accentuated the development strategies of each period, the definition of developmentalism, the conditions of the international economy, the role of state-owned companies and the Brazilian Development Bank (BNDES), and the sectoral investments on economic infrastructure. The result was a successful outcome for the Federal Government in promoting a new framework of social and economic development between 2007 and 2014, giving the return of economic planning in a wide public and private investment program (PAC).</summary>

    <summary type="text">Title: O impacto de bancos de desenvolvimento sobre os investimentos das empresas: a experiência do BNDES
Abstract: The present study aims to analyze the impact of the BNDES's resources on the companies' investments (beneficiary companies) between 2002 and 2019. This study adopts the industrial theoretical view that the bank's intervention should positively impact the investment of the beneficiary companies and aspects of the social perspective. From a social standpoint, even non-profit projects, but socially desired because of the positive externalities they offer, should be prioritized by the government. The companies benefiting from BNDES credit lines had their projects evaluated on a Likert scale (from zero to ten). In all, 1,683 projects financed by the bank, related to a group of 664 beneficiary companies, were evaluated through questionnaires applied to people already graduated or undergraduate or graduate students in the areas of Administration, Economics, or Accounting. This assessment takes into account how socially desired the project is. With the participants' evaluations of the projects, it was possible to segregate the companies using BNDES resources for more / less socially desired projects. The analyzed sample comprises 2,515 companies, with 1,537 beneficiaries (treatment group) and 978 non-beneficiaries (control group). Through a panel event study that uses regressions controlled by fixed effects of year and firm, this study determined the causal impact on companies' investments through the support of BNDES in a methodological design of Difference-in-Differences. Without making any distinction between the credit line offered by the BNDES or the beneficiary company's ability to get involved with social projects, the results obtained for the total sample did not show consistent effect causal that beneficiary companies increased their investments after treatment, compared to non-beneficiary companies. However, when considering the companies 'ability to generate positive externalities through the benefited projects, the results showed that the BNDES impact on the companies' investments is related to the type of project financing. This effect is positive in companies with lesser socially desired projects (projects with less positive externalities). The results confirm the importance of an analysis that considers the economic and social aspects of the development banks. Therefore, the effects of the BNDES on private investments are heterogeneous. There is a sensitivity in the BNDES-Investment relationship that depends on the nature of the project financing, especially on the company's ability to generate positive externalities to society from projects financed by the bank.</summary>
